Can't See Photo in Complete Workspace

I can't get my photo to move down. I can make it smaller/larger but I can't see the entire photo. I can't "grab" the corners and drag it down or minimize/maximize. Has anyone else experienced this?

After my short and complete reply to your question I thought about a suggestion for you. Try closing the program and then hold the Shift key down as you double click the PSP icon and it will ask you if you want to reset to default. Answer yes and it should undo any accidental function or shortcut keys you may have accidentally pressed.
