I have a picture that I have added a couple of frames around so now I am trying to get the marching ants inside the original picture but for some reason its not working in PSP9 or PSP 2018 Ultimate.
I was told to use the 'selection tool' but should I be using the 'magic wand tool'?

"I have added a couple of frames" Do you mean using Image > Picture Frames and using two types of frames?
OR
Using Image > Add Border and using two different colors.?
If the borders are of a uniform color then you are better to use the magic wand (you did not mention which selection tool you had been using) ?
Use the Magic Wand - Add mode, Match mode RGB . Use a low tolerance and click on each of the colors to select the whole of the frame.
Then do Selections > Invert and you now have just the image selected.

Does your image have more than one layer? If so, do you have the original image layer selected in the Layers palette when trying to make the selection?
On the selection Options bar do you have the mode set to Add, Replace or Remove? If it's Remove you won't get a selection.
