crop not working as expected

I stitched 2 photos together. There was a black shape on the top of the panel. I drew an ellipse shaped like the panel and set it as a selection. I was hoping I could use the clone brush to remove the black shape with the texture of the panel using the ellipse selection to contain the cloned texture. I selected the background layer. Theclone brush doesn't work anywhere on the image. Can someone tell me what I'm doing wrong?

The ellipse must be on its own layer.

The ellipse is on its own vector layer. When I select that layer and try to clone, the image blinks and a layer called promoted selection. If I select it and try the clone tool, nothing happens. If I select ellipse layer again and try the clone tool, I get a message telling me the layer must be converted to a raster layer. I click on yes and try the clone tool on it and nothing happens.

When setting the source point you either a) need to have the background layer already selected when setting the source point, or b) have "use all layers" selected. Beyond that I can't think of anything that would make it fail. What are your settings on the clone brush?

Did you create the ellipse with a vector by any chance?

Levifiction. See below

There are the steps I've taken:

Draw ellipse
vector 1 created
Select new ellipse
edit mode
Shape ellipse to suit
click apply
with ellipse layer selected, click on selections>from vector object,can see no marching ants.
Select bachground layer>selections. From vector object grayed out.
With ellipse layer selected, click on pick tool. Ellipse goes into edit mode with marching ants visible.
Open clone tool
Settings: size 200,hardness 100, step 30, density 100, thickness 100, rotation 0, opaciry 100, blend mode normal, aligned mode checked.
If I try to clone on the ellipse layer, a promoted selection layer gets created.
(I don't know what to do with this.)
If I try to clone on the back ground layer, The marching ants blink off and back on. The clone and operation fails.

I think I know what your problem is, your ellipse doesn't have a fill. When you convert a vector object to a selection PSP uses the visible area of the vector to create the selection. So if you only have a stroke and no fill, then only the stroke gets selected, nothing in the middle is selected.

You need to turn on the fill when you create your ellipse.
