Re: combine video and picture
Yes. You simply place the picture in the timeline in the place you want it to appear. It can be before, after or between video clips. You can right click the photo and set its duration, or simply highlight it and drag out the yellow bar at the right end of the photo till it is as long as you wish. And if you just want the photo to overlay video, then place the photo in an overlay track where you want it to appear.

Yes - what you want to do is called "Picture-in-Picture" (PiP) altho both items may / can be a video
put the video in the top video timeline and your picture in the overlay track under it and change it's size to your requirements

Re: combine video and picture
then put the picture in the top track and the video in the overlay track
what do you want to 'drag' the picture for
just try what my picture shows
try these things and you will see and learn

Re: combine video and picture
I would suggest you put the picture in the top timeline and the video in the first overlay line. Use the transparency slide to vary the intensity of the video and the square to locate the video.
"Picture in picture" will put a frame into the picture which you may not want.
I use this method to produce "ghost" effects.

I used to be indecisive. Now I'm not so sure.
