Trevor has the core of the solution. However, I don't think the OP has thoroughly worked out a template and workflow.

Trevor has addressed the value of a template: the OP appears to have an opening and closing (that I assume get dropped in place), then a middle content (which could be a variable for length).

What I think is missing is a pad or two to adjust timing gaps so the project equals the desired length. As to end-snapping the stock ending clip within a template, I explained that is easily accomplished.

Putting these elements together makes a versitile template based on the parameters given by the OP.

Here is the thing. I post this as a user. Now, I have use many editors and I have found that most of them have the feature in question. So I guess is not only me, but many editors and software makers have found that snapping a clip from it's end to a marker is a useful feature. I appreciate very much workarounds suggested and I guess I can live with them. This does not diminish the need for it, again, because is not only my post here but I would guess, a feature that will allow a software to offer a similar feature in other similar software for easy of use and marketing.

I hope this may be offered as a patch or in future versions ...

Don't hold your breath mephi, it's not glitzy enough feature to be worked on by corel.
I passed it on more than two years ago.
And I know an NLE that can snap to everything but still it's not perfect it has few other stupid habits (culprits)
