Layers are a term generally used with Image Editors not Video Editors where images are stacked one above the other, the top image being visible.
I guess the Overlay timelines do a similar job although upside down where the lower track shows in full. (top of the pile)
The term Layers is a little confusing when related to Video.
What exactly are you trying to achieve?

What type of clips are you using?
Are they images of a sequence, each one progressing in time?
If so how many images do you have to create the animation.
I maybe on the wrong track here…
If you have multiple images, 200 or so, adding those to the timeline and setting the clip duration to one frame each would create a 8 second ish video.
Can you give more details

I noticed your post on the PSP forum regarding animated handwriting, is this what you are trying to do using Video Studio.
Simple Animation can be achieved using the text editor.
I have created a project containing text, three simple animations.
Is that something you are trying to do.
Download the zip file, extract the vsp and open using CVSX10

I still do not understand what type of clips you are trying to animate.
Are they Video, Images or Text clips created within Video Studio.
Can you provide a sample of your clips, upload to a sharing site Google Drive, DropBox etc.

Did you download the zip file I posted earlier.
As for your Capture_1.7z
It will be difficult to replicate that using Video Studio, the division being particular difficult, a single row would be easier.
You could type in the characters whilst doing a screen capture, but how do you type the division, maybe others will have ideas.
I have taken a screen shot a Jpeg image and simply masked the characters using customise motion.
Not ideal but gives the impression of typing.

First a comment re your Capture_1 example:
The use of the dot operator as equivalent to multiplication in this example does not lend itself to readability. Suggest you use large brackets (parenthesis) instead. The 14 dot 2 is particulary obscure, as is the curly f, which is in fact a seven.
OK gripe over; how was this example achieved? It looks good from the video aspect, notwithstanding the content. Use the same method.
How would I do it using VS? Probably not - you could try a Sequential Reveal.
Write out the equation(s) in full in legible writing, with univerally understandable symbols, then scan the image. Insert the scanned image into the VS timeline, obscuring the parts you wish to reveal later using overlays in the same background color. Have the background colored overlay finish at the point you wish the character(s) it is obscuring to be visible. Build the sequence up in that manner.
OK, you do not get the characters being drawn on the screen. For that you probably need a touch screen tablet with stylus and screen recording software.

I achieved the effect as Johns description below, I use a black colour to cover the text, then Customise Motion the black to float off screen revealing the text.
Also possible using transitions, push I think?

PaintShopPro is an image editor creating still images, I do not believe it can do animations which is what you need.
A graphics program or video edit program should do the job, however I cannot create the exact text effect you show on the You Tube video.
Video Studio can create a similar effect using a variety of editing techniques.
1 / simply using the text editor, type your characters/letters then apply the animation Fade / Characters. Each letter will show in turn till the entire line is revealed.
I posted a sample project ( text project.zip) with this effect.

2 / Creating an image of the text, then using second image to replace/cover the text, I used a black image.
Applied Customise Motion to float the black image off screen.
Again a sample project is attached to my post.
I do not know how to explain the process other than providing you with a project.
OK first try to set an image to float off screen
1 / Start a new project
2 / Place the image containing text on the 1st overlay track, fit to screen
3 / Place a colour clip on the overlay track 2, any colour, not black, fit to screen
4 / Double click that clip opens the Options Panel – choose Attributes Tab – view Basic Motion
Notice the Direction/Style Exit panel contains 9 icons, select the Exit to Right (float your mouse for info
5 / Play the project, the coloured image will move to the right revealing the text ---- Ok so its coloured but that allows you to see the clip, change the colour to black, play again.
(edit tab – Color Picker)
6 / Using Advanced Motion gives more options in animating the clip, a bit of a learning curve using that.
