This is bizarre, but I can't find the menu to change keyboard shortcuts. The help file says go to: View >> Customize >> Keyboard. And that is where it breaks down. I have no "Keyboard" tab. I'm on Corel PaintShop Pro 2018, and I just ran the update.
Otherwise, I'm liking it more than Adobe Photoshop.

You are in the essentials workspace. There are far fewer options in this workspace.
Go to File->workspace->complete to get to the normal complete workspace. Then you can edit everything

Corel's help file should be made much more explicit about things that can only be done with the Complete workspace and that can't be done with the Essentials workspace. I'm not a fan of having Essentials being the default - assuming it is - it's been awhile!
