I have 24inch monitor 16:10 (1920x1200 pixels) and I found a little hard to organize palettes I use to maximize workspace.
So wat is your solution of this?

Personally, I keep all Palettes turned off until I need to use one. Too much clutter if I'm not actually using them. If I'm using, say, Layers & Materials - those are the only two I have active. I usually slide them somewhere over along the right side - no docking & turn them off when done. This is my own personal way of dealing with palettes & I suspect everyone does it a bit differently.

Similar to Tim, except I always have the Layers palette visible because I always start by promoting the background layer and duplicating it so I'm always using layers to some extent. And I keep them resized horizontally as narrow as possible while still being able to see the important stuff I'll need in the palette. For example, the Layers palette doesn't usually need to be very wide for my purposes. I don't see why you would normally need the script output palette visible as per your image so you could just close it. And unless you really need all of those color swatches showing in your Materials palette you can resize it both horizontally and vertically and then move the Layers palette underneath it, which is what I do. Those are the only 2 palettes I usually keep open.

Can a Scripts toolbar be blended nicely with others - let's say in line with standard toolbar? Or only as a separate "row/line"?

I make some of my palettes auto-hide so that they appear as a tab but can be accessed quickly. I have a smaller monitor and this works well for me. I have Organizer, History, Learning Center, Mixer and Brush Variance on auto-hide.

If you mean the toolbar shown in my attachment, then yes. I have it up along with the other items on the Standard (albeit modified) toolbar.
