I think I tried everything I can think of and still cannot make a batch using a script applying the "Perfect Exposure -> Dehaze" option.
Any help will be so welcome as I am really running out of ideas.
What happens is that The script starts, opens PE and then stops. If I then manually select the the "Perfect exposure" option, then the Dehaze" option and press "Apply", then it is saving the modified picture and goes to the next picture following the same steps again.

Basically, it seems you want the script to open the plugin, then you should ideally have a preset in the plugin that you want the script to select (i.e., dehaze), then accept the result and then run again on the next image. I think (but stand to be corrected) that Python could do that but (a) I'm not anywhere near knowledgeable enough to be able to know how to code for it, and (b) I'm not sure that it could be done without some very extensive coding. If anyone in this forum knows if it's possible - or if it's feasible even if possible - it would be LeviFiction. With luck, you'll hear from him.

If you don't want the Perfectly Clear SE UI to load you need to make sure the script is set to run "Silently" in the batch. When you add the script to the batch process at the bottom will be a "Silent Mode" checkbox at the bottom of the box. Make sue that's selected. However, this won't truly help.
In my tests, even though the recorded script does include a lot of nonsensical default properties it doesn't actually do anything without user input. So if the script runs silently, it'll run slowly as it loads the plugin in the background and then it does nothing. So your batch would end up looking exactly the same. Then again that is just my computer, for all I know I screwed something up.
But yeah, the reason the plugin keeps loading in batch is because you're not using silent mode. Though how to get the plugin to properly run in silent mode, that I have no idea.

I tried silently before and indeed, it runs, saves a new picture but the new picture looks exactly the same as the original one. The DeHaze selection was ignored.
I saw some videos on how to do it with PhotoShop so I assumed PSP 2018 would be just fine doing the exact same using a script but I cannot find a way to make it work yet. Very frustrating.

Batch Processing with any plugins, and even Capture and Apply editing involving a plugin will not work. Prior posts regarding this. My system usually hangs when I've attempted it and I have to restart PSP.
I've complained many times to Corel about this issue over the years but the have not fixed it.

The answer was posted in another post much later than this. Basically, unless the plugin you're using in the script defaults to the last used preset like Eye Candy does (and if you have that preset the last one you used before you run the batch) then you can't run a script that uses a plugin in batch mode and get it to save the results of the presets you have to use. Your script can't call a preset in a plugin. It will only use whatever preset is the default preset when the plugin opens, and most plugins default to a basic or no preset whatsoever.
