Back in the Jasc days there was a tool at the bottom of the side toolbar to select, edit, move Vector objects/lines.
I see no comparable tool in the PSP X8 I'm having to use.
Is there a tool to select, edit, move vector objects in this X8 version?

The Pick tool.
In older versions there was the Object Selector tool. Prior to 2018, this was hidden though it could be brought back from customize menu. In 2018 it was removed altogether. The functions of the Object Selector tool are copied in the pick tool. The pick tool works for both rasters and vectors. No more need for two separate tools to do the same job.

Now I discover a problem.
I have an Image (Raster)of a diagram, I want to annotate it with some object and arrowed lines, that in itself is not a problem, I know how to do that on a vector layer.
The problem is, afterwards when I want to make adjustments to the individual vector elements.
Say an arrowed line is not exactly in the correct place, how do I select that arrowed line only, so I can reposition it?
At present, selection just selects all the vectors and thus moves them all.

Well, it's still available in X8. View - > Customize Select the tools and drag object selection into the toolbar. They just don't see a need for it anymore.
As for your question:
I would have to see how the image is arranged and how you're selecting them. Honestly, so long as the arrowed line is its own vector object and not a single contour inside a vector path you should be able to just select it with the pick tool. It shouldn't select anything else. If you select the whole vector layer then it'll select every vector object in that layer. If the arrowed line is just a contour inside of a single object then you need to use the pen tool to select the contour and move it.

If you happen to have several vector objects inside a single vector LAYER, click on the little arrow on the left of the layer to show all the individual OBJECTS. Click on the one you want. Making sure one vector tool is activated, you will be able to move one without moving the others.

Okay, I've now got the vector selection tool on my toolbar.
I had already searched through the tools in Customize, but couldn't find it, and assumed it had been ripped out, but after your prompt I looked again and found it.
I've discovered where I was going wrong when creating the vector objects.
A brain fart on my part...
I was setting to and creating all the vector objects singly but en-mass...
What I should have been doing was creating each vector object singly, then clicking the apply tick before creating the next object.

Not sure what the problem is? I prepared a document, then added a number of arrows using the preset shape tool . Had no trouble using the pick tool to select each one and move it separately from the others. Very intuitive.

I wasn't using Preset shapes.
I was drawing lines with arrows, either at start or finish... Once I remembered where I was going wrong. no problems.
