New image opens half hidden 2018

When I open a new blank image it is half hidden under the toolbar above it.

Your toolbar is "floating" instead of "docked".
Check menu File/Preferences/General Program Preferences/Palettes and make sure "Allow docking of" Tool Options (or any other palette you may want to "dock") is checked.
Now, in the Edit workspace, if you drag the toolbar you'll see arrows appear on the workspace, pointing to top, bottom, (sometimes left, right). Drag the mouse pointer to an arrow and release, and the palette will dock.
Just double clicking on the palette title bar should dock it to the top of the workspace.
