Bruce is correct, of course, IMHO. Taking several images at different exposures and using HDR merge programs to achieve an image with correct exposure throughout the image is correctly termed HDR. Any manipulations to achieve an HDR type effect, whether they involve channel splitting or other methods of manipulating color intensity, brightness, contrast, etc is technically called tone mapping. I stand to be corrected, but technically true HDR is meant to try to get a good, even exposure from scenes with great lighting variation from shadows to highlights. Once you have achieved that using multiple exposures, any further manipulations that then start to emphasize contrast, etc to make the images more dramatic are using tone mapping techniques.
