Hi

I do not know what is going on here but think the problem is with the actual video, maybe the videos attributes, clutching at straws.
Any conversion seems to retain the problem, unfortunately only shows when uploading to YouTube.

Ok
I used a program called Video to Jpeg to rip the video, each frame being converted to Jpeg
Then add all Jpegs to timeline and set duration to 1 frame.
Render that back to MTS
I can select to render to any frame rate, 59.94 would create the original, 29.97 will create a slow motion, plays for twice the original length at 39 seconds

The amount of water movement seems to be the problem for YouTube, playback from any video on my pc plays ok.

Certainly I can appreciate the quality problem you are having????
Running water is well known to be difficult to compress. The only way to have high quality is to have very very high bitrates. In addition the camera in this video clip is moving/zooming/panning making the compression even worse. Youtube will never use the high bitrates that are needed for the highest quality.

The subject of the video is a bird that is moving around. Yes, moving water is difficult, but I can give you many links to youtube videos of running water similar to my video that are perfect, or at least a 100 times better then the way my video turns out on youtube. So again, this is not a question of whether youtube can handle this, because it obviously can. The question is, why can't it handle my particular video clip, and what can I do about it?

Wow! You really have tried hard. I appreciate that very much. And like me, you have hit that brick wall where nothing seems to work. So far out of all the videos, your's and mine, I think the upscaled 2560 x 1440 video looks the best, but it does not look great. My main concern is that the Dipper be clear. Now it makes sense that youtube might have trouble with the moving water, but why degrade the bird as well? In the upscaled video, the Dipper looks the best with more fine detail retained from the original video. If you would, try upscaling Jpeg video to 2560 x 1440 and upload that so that the VP9 codec will be applied. Maybe that will do a better job.

Ultimately, I think the problem boils down to my camera and the quality of the video itself. The Panasonic HC-V180 is a budget camcorder. It is very good for a budget camcorder, but it is still a budget camcorder. I think the original video is JUST good enough to appear clear, but has no wiggle room at all for any measure of compression and that is why I am having this problem. If this video had been shot with a much better camcorder like the Canon Vixia HF G20, I don't think I would be having this much of a problem. I could be totally wrong here, but I am just grasping at straws now.
