I'd like to import an image and center it on the background layer and when it's centered and everything merge it into one layer. I keep looking for a command that says "Import Image..."
But there is none.
So I need to import this Visual C++ Logo Image and place it onto my white background layer. Center it so all looks good and merge into one simple layer. I've enclosed some screenshots so you can see what I'm doing.

Several options are available to you.
1) Copy and Paste into a new layer. The steps are simple, Open image, Copy image, select destination image, Paste as new layer. (paste as new layer auto-centers the layer)
There is even a script you can download that does all of those steps for you.
2) Drag and Drop - This can be done either from PSP's own Organizer palette, or from a Windows folder view. Just select the image, drag it onto the layers palette and drop it into place. This will also auto-center.

Just a brief note regarding centering images. If you need to center an image which is on its own layer, highlight it and click Objects/Align/Center in Canvas. I have come to rely on this feature and I don't know how I functioned without it.

The hint to what you need is in your question, which uses the word "layer" 4 times. That could have been a hint for you to check out the word "layer" in the help file and/or user manual. LeviFiction's info is contained in those documents. Looking at your image provided, it appears that you do not require it centered in the canvas, but horizontally aligned in the center . This is also obtained when you have any image on a transparent layer, you can move it up or down to your preferred position and then do Objects > Align > Horz Center in Canvas
There are a lot of other choices there so you can move it around and then test those out to see which you prefer.
