Okay I downloaded a stock wallpaper image of Windows 8.1. What I'd like to do with it is keep the blue background color pretty much the way it is (I may adjust it a little) but I want to re-position the text so it's no longer in the center.
I think it would look good if it were moved to the lower right of the image. I also may re-size it a bit smaller so look kind of out of the way.
I have worked with only solid color backgrounds and merging one background into another, but I have no experience in how to manipulate text.
But I'm guessing that maybe the first thing I should try is to mask out or cut the text out of the image and put that somewhere and then resize it smaller and finally re-position it to the bottom right and then merge it into the bottom blue layer.
I don't know I'm just guessing so can you steer me in the correct direction?

A quick and dirty method that works well if you don't change the background color. You can use the rectangular selection tool to select the text and then promote the selection to a new layer. Next add a new raster layer and flood fill it with the background color. Delete the original background layer and position your layer with the Windows text on the new background layer.

You can also, if you're feeling ambitious, recreate the text and symbol inside PSP. The text is just Times New Roman. So grab the text tool, start a new text object, set the font to Times New Roman, write "Windows 8.1" and size to your preferences.
The window is just four rectangles with a perspective distortion on them. So grab the rectangle tool, draw out the four rectangle "window panes" arrange them as close to what you see above. Then select all four of them with the pick tool and the CTRL key. Set mode to perspective, and shrink or enlarge one side to get the window in perspective look. Vectors can be resized without damage infinitely. Where as rasters will eventually start breaking down if you resize them too often.
Here's what mine looks like after recreating the text and logo.

LeviFiction has the right idea -- for something as dead simple as this, don't screw around with blurry rasterized images. Just re-create the text and the vector rectangle(s).
FWIW, I used the WhatTheFont Web site to identify the typeface. It's something called "Timeless Medium", which is a slight variation on the Times New Roman face. Times New Roman didn't quite look right to me, so I used Adobe Caslon Pro Bold.
