PSPX9 Colorize Brush not working?

Attempting to use the colorize Blend Mode on the Paint Brush tool results in multicolored lines resembling that of an old TV error screen.

(note: the targeted color was dark red)

It doesn't seem to be working in both my Windows 7 32-bit installation and my Windows 10 64-bit installation, so I'm guessing it's an error with the program itself and not something local. (Such as a corruption somewhere, or my drivers.) Has anyone else had this issue?

Not really sure what you are trying to do but presume you want a red cat.
try:
1. Magic wand - mode Add, Match mode RGB . Select the white area and then Selections > Invert
2. New transparent layer and make that layer active. Paint with red brush.
3. In Layers palette change the blend mode to Color / Color Legacy.

Yes. I have the same defect :
X9 color blend mode defect.jpg
It is a bug (not corrected in X9 but corrected in 2018).

It can be corrected in X9 by promoting the background to a layer.
