I've got 2 questions about psp:
1) Is there any way to export the image to an icon in paint shop pro?
2) If yes - will it be scaled down to the required size automatically?

Technically no, PSP does not support the ico format. And it would not auto-shrink files if it did.
However, ICO files don't have a format unless you are building an icon library. ICO files are either simply BMP or PNG files. Vista introduced the ability to use PNGs as ICOs. So as long as your image is not greater than 256x256 you can save as a png and then change the extension to ".ico" and it should work.
