Does anyone know the files which contain the toolbar icons so that I may edit them? Thanks.

I don't think they are in a file but hardcoded in PSP.

Yes, icons are hardcoded in .DLLs for each language separately.

Could we modify the DLL ourself ?

That would run counter to the EULA. And, if they still have anti-tampering controls in place would also render you unable to use the product most likely.
