I don't think that it's a joke, just another marketing ploy. There seem to be about 265 short (16 - 40 page) tutorials, all of which supposedly work for all PSP versions from Jasc's PSP7 to Corel's X9, and costing about $3.00 US. It would cost about $800.00 to purchase them all, but the claim is that they are from a complete collection and being posted as individual tutorials in case some people only want one or two. But the complete collection only costs 25pounds ($32.00 American) according to her website and contains some 500+ tutorials. So if people are interested it would likely make much more sense just to purchase and download the complete collection.
As well, any tutorials that claim to work on all of those PSP versions would not appeal to me because, obviously, they couldn't be taking advantage of new tools or new ways of using them as versions progressed unless each tut separately addresses new tools. But if they're still tuts to achieve the same result then they wouldn't reflect new things that could be done with newer tools. But that's just my opinion.

It might be better if you get there the same way that I did. Follow the link you originally posted in your original post here which goes to an Amazon page with a listing of a bunch of PSP books. Scroll down a few until you get to Wendi's books (mini-books, I guess). Click on the first one and you'll get to the Amazon page for that book with, as usual, a description of it. Click the "Read More...) link and, at the bottom of the writeup, you'll see a link to her UK site. Just copy it and paste it into your browser.
