I found something that has an effect. Windows 10 Pro 1607 Build 14393.1593
Right click Start > Control Panel > change to Category View > Appearance and Personalisation > Display and you get this:
I changed the Title Bar and Menus to 18 and ticked the Bold box and clicked Apply

Unfortunately, that seems to have changed with Win 10 version 1703 (Creator's Update). This is the screen which is now available under Category view in Control Panel:
And as I said, Display is now under Win 10 Settings, and only allows scaling of everything on screen by percentage values. The Fonts entry only deals with selection of fonts and not their size.

Thank you for following up with this issue. What Ken's comment is my intention to know if the "DPI" setting will occur this display issue or not. Although we still cannot duplicate the issue after trying we expect to know if reset to 100% DPI can solve the issue.
BTW, it seems like you knew some people encounter this issue. If possible, would you mind ask them to offer more information? I've created a quick sheet for filling all information we need. You can share the below link with them.

I used Win 10 version 1703 (Creator's Update) and had downloaded a tool "System Font Size Changer" to change my system font size to maximum/ minimum.
Issue not occurred.... Actually,no matter what my font size is, looks like the PSP installer's font size is not affected. (<---- Is this strange?)
The "Reset Internet Default" may work, it is in the "control panel \ classic view\ Network and Internet" page.

We have indeed some users with similar issues which in my opinion are caused by certain settings in a system.
If Paulette has got a ticket number, I could check what went wrong in her case.
I have found the French forum's entry and I wonder in what application we are in Paulette's case.
If Paulette can only see the EULA window, is our frame that loads the different html pages, still there? Does the EULA window cover our frame?
Chapeau to Spirtfire to find that combination!
If Paulette or Spritfire press Alt+C, what is Alt+C for? I have set up a French Windows 10, but my Internet Explorer doesn't react to Alt+C.
I wonder what focus is deactivated by doing that, as Spitfire said.
If Paulette is in the EULA window, this is her browser, but if she has got several browsers as default, and the same combination helps, then it should be Windows.
Is it possible to ask Spitfire and Paulette to take screenshots of this part:

Good catch!! In fact, the (b) is a slightly updated version for solving a minor "localized string" issue in the layer palette. The build update is majorly for "Japan" marketing so you don't need to worry about that.
PS: It's our mistake since the (b) should not show up in the version number. Sorry for making confusion.

It looks like this issue was never resolved. I am having this issue on my Dell G3 laptop. I changed the scalling with no sucess. How do I fix?
