I am trying to change-the skin tone of a image. In some instructions I down loaded a few years back, I tells me to select effects > enhance photo > manual color correction and then continues with an explanation of the process. The enhance photo and manual color correction commands are missing from psp9. I understand I could get them back using "customize". How do I do this?

First, please edit the topic subject. Right now it says PSP9 but your sig shows you're using PSPX9, so the subject title should say X9.
It seems that the instructions you are following are for an older version of PSP. Manual Color Correction has been removed from the menus since then. However, it is still available in Customize mode. Right click on the workspace, click the Customise option in the context menu. With the Customize window open, go to the menu bar at the top of PSP and click on Adjust>Color, and you'll get a flyout with 3 options for color control. Then, back to the Customize window, under the Commands tab, scroll down to Unused Commands and click it. Then in the right pane scroll down until you come to Manual Color Correction, click to highlight it, then click and drag it into the Color flyout with the above mentioned 3 options. Then close the Customize window. Now Manual Color Corrections will appear in the flyout under Adjust>Color.
You can actually drag that command anywhere you want, but I just figured it was best suited to the location I specified above.

I'm returning to the well for more information.
Now that I have manual color correction reinstated on my PSP X9, I need help using it to remove a color cast on a face on an image I have. I've been trying to use MCC to do this but, about all I can do is make X9 crash. I am uploading a copy of the image. Maybe there's a more modern way to fix this image that you may inform me of.

Histogram adjustment/ Colors :
Red / Low 219
Green / High 197
Blue / High 39
The idea is to move the cursors onto the foot of the diagram (you will see it when doing it)
And :
Saturation (Shift + H) down to - 47

Used Smart Selection Brush to select face with feather = 0
Adjust > Color > Red/Green/Blue R -21, G -4 B + 26
Adjust > Hue and Saturation > Hue/Saturation/Lightness
Saturation -25
Adjust > Color > Red/Green/Blue R -21, G -4 B + 26
Adjust > Hue and Saturation > Hue/Saturation/Lightness
