Before I purchase the upgrade, I am wondering if PSP 2018 will SAVE or EXPORT an .svg file?

Load the trial version (it is the complete PSP fully functional) and make your tests... You have 30 days to do it...

No it will not. At the moment PSP requires a script to export SVG and it won't support any of the major features of PSP....also the script doesn't exist yet. But I'm working on it.
