No, it is not working. I tried those first before posting.
I tried importing the .8bf file.
I tried copying the file into the db (but obviously, the file is a different extension).
I tried creating a new DB and then importing the .8bf file.
Nothing works. I keep getting the message that there is no file or the file is invalid when I try to import.

And by the way, where is the LEGIT place to download Filters Unlimited? I have a very old copy but I don't think I should share it. I would like to direct people to where they can get a legit download, but so far, I can't find the original source. The site www.icnet.de is not reachable. Maybe it does not exist anymore? Can someone confirm that? If so, then, I guess it would be ok to distribute, but I don't want to do it if they still exist somewhere.

My copy is old as well so I'm not sure where you can currently purchase Filters Unlimited.

Pretty sure Harry's Filters is not a Filter Factory plug-in and that is why you can't import it. Filters Unlimited will only accept Filter Factory plug-ins.

I was going by a previous post where someone stated that Harry's Filter was imported fine into Filters Unlimited since it is not working as is.

The 32bit version of Harry's Filters (v.4) works just fine for me in PSP2018 under WIN 8.1. Not sure about the 64bit version because, for some reason, my 2018 64bit isn't loading any plugins at all. I'll look into that later as I don't usually use 64bit PSP anyway.

EDIT: Plugins are loading in 64bit as they should. User error I'm afraid.

I am trying to use the 32-bits one. I also run Windows 7, not 8.

According to The Plugin Site they should work with Windows 7 also. And if they work in 8.1 I'd be surprised they don't work in 7. When I look at the plugin with Windows Explorer it shows up in Plugins>Harrys Filters (because I chose Harrys Filters as the subfolder to use under Plugins when I installed it). The plugin itself in Explorer shows as Harrysfilters4.8bf. In PSP 2018 I access it from Effects>Plugins>The Plugin Site. When activated on an image it shows as version 4.1.

Can you see the plugin in your Plugins folder? When you say it doesn't work does that mean it doesn't show up in your Effects>Plugins menu or that it doesn't work if you click on it?

When I install Harry's Filters directly into the folder where I have my plugins, it creates a single file ending with .8bf. That plugin does NOT appear in my list of plugins in 2018.

When I install it "by default", it creates a folder in the Program Files > The Plugin Site > Harry's filter. When I point PSP2018 to that folder, then, NO PLUGIN appears in my 2018. It is like it is blowing out something.

Now, I just tried moving the whole folder from The Plugin Site into my "plugin" folder, and NOW it shows. But I swear it was NOT working before. I must have shaken something in the filter!

Thanks, so it is working for now.

Glad you finally got it working! My install experience was different.

For the benefit of others who might need this info, here's how it worked for me. As per The Plugin Site download page instructions, I first ran the executable and let it install as it wanted to, which was Program Files. I then got a popup with a bunch of different programs I have installed with checkmarks beside them (all of them 64bit selections) to select as the programs I wanted them installed into. PSP2018 wasn't listed. It had an Add button so I added the paths to both my 32bit and 64bit PSP2018 Plugins folders, added a checkmark in the box that said Subfolder, and it had Harrys Filters as the default subfolder. I left it at that and clicked OK and that's how the plugins got installed for me.

Now I just have to figure out why my 64bit 2018 PSP isn't loading any plugins. :-( EDIT: Working as it should - user error.

Really strange . Here I am rarely use any plugins, yet I am having no further trouble in installing and using the plugins.
I installed the plugins as per Joe's method. It installed in versions as far back as Jasc PSP 8 and PSP X2 up.

I did find that PSP2018 64bit did not show, but a quick look at what was in PSPX9 64bit showed what I needed.

I copied the .8bf file from :
C:\Program Files\Corel\Corel PaintShop Pro X9 (64-bit)\PlugIns\EN\HarrysFilters4_64bit.8bf

and pasted into:
C:\Program Files\Corel\Corel PaintShop Pro 2018 (64-bit)\PlugIns\EN\

So I now have in there :

(Folder) Perfectly Clear SE v3
HarrysFilters4_64bit.8bf
ParticleShop.8bf
all of which work in the 64 bit version.

Meanwhile the 32 bit version of PSP 2018, I have:

Folders : KPT, Nik Software, PerfectlyClearForPSP
HarrysFilters4.8bf
mmCopies_patched.8bf

And also in File locations have pointed to My Filters Unlimited in my windows 10 Documents folder
Systems available Win7, Win 8.1,Win 10 Version 1607 Build 14393.2007 & version 20H2 Build 19042.867

We see lots of posts here on these forums about installing various plugins.

My solution is/was to create a Folder in OS (c:) called Plugins. Then every plugin I get, regardless of who's and where it is installed, I copy it's folder and contents to that Plugins folder. It's just a simple matter of pointing PSP, regardless of if it's 32 or 64 bit, to that folder. PSP will find the plugins and load them accordingly.
All my editors, PSP and Photoline etc are pointed to that one folder. Works like a dream.

If others agree I would like to see a sticky at the top about basic plugin installation.

This has always been my approach, but i find that when PSP2018 "looks" at some of those folders, it seems to break others. So I am now moving plugins/folders to a separate one, for 2018, and sometimes, when I add one, all the plugins seem to disappear from the list. Strange, but true!

Yes, generally speaking if they are .8bf files then if you have them anywhere you can usually just copy them to any location you want and point PSP to that location. This applies particularly if the installer (like the one with Harrys Filters) is simply provided to automate the placing of the .8bf files and isn't having to install any auxiliary support files for the plugin.

My point with my post is that if it was a sticky then it makes a good benchmark/starting point. If that doesn't work then make further inquiries.
There will always be exceptions.

I was struggling with this too. Your patch suggestion worked for me! Windows 7, 64-bit, 32-bit PSP 2018 version. Thank you so much for this. MuRa's Clouds 2.2 was one of my favorite plugins and now I can use it again.
