Background/Foreground colors change upon tool selection

Using PaintShopPro X9... This is odd. I remember clearly that every time I used the "Dropper Tool" to select new foreground and/or background colors, they would have stayed that way until changed. Now when I select new colors and then move to another tool (e.g., "Selection Tool" or "Flood Fill Tool") - the foreground and background colors (shown on the Materials Palette) are changed to old values... What am I missing?
