While holding shift click FILE>NEW and it should work to open new file.

This is not a fix, but it is a good work around until it does get fixed.
Open a saved image
Promote the background to a layer and then delete that new layer.
Now you have a blank image that you can resize and work with.

My program now seems to be working ok and I can open a new image.
If the problem was server based then Corel seem to have tweaked something?

I still stand by my earlier suggestion of simply blocking all things Corel from the internet through your firewall, which I usually do with most programs and always with Corel because of their intrusive marketing strategy. You can always do manual update checks easily.
FWIW, my firewall is the free Zone Alarm, which makes it child's play to block anything from the internet. Whenever you install something Zone Alarm registers it, and those products can be seen in the Application Control settings, listed alphabetically. In my case, I just scroll down the listing to Corel (which shows the products as well as the Update Helper), then click on the question mark under the Outbound Trusted column for each and every Corel entry. This opens a menu with Allow, Deny, Ask. Click on Deny and it's done - the question mark turns into a red X.
There is no need to look for the path. If you want to know the path, the filename you're blocking and more details about the entry (e.g., Corel Paint Shop Pro X7 (32bit), you just click on it and the details (path, exact file name, version, etc.,) appears in the details pane below the listings.
The procedure listed earlier in this thread for Windows firewall sounds quite a lot more inconvenient, but that's just my opinion given I haven't had a need to try it.

Yep - confirming this is now fixed for me too - I can create new images properly without crashing and I can download the purchased items from the store again.

Had to quote the whole post, as it is pushed back a bit.
No trouble changing the file. Opens in Wordpad.
But same difference, I'm afraid with trying to open a new image.
So that doesn't seem to solve it either. For me, that is.
I do have the full version (not an activated trial version) with all 4 updates installed.
However, I have both X7 and 2018 installed, which will have the original IPP file. Wonder if you have to change all the files.
UPDATE: changed the IPP.cfg files for all installed versions. Same difference. Won't open a new image in X9.
No problem opening new image in X7 but didn't like to do it in 2018, after changing the files.
I should reboot or shut down after the change, but I'm ready to shut down for the day.
Will try X9 in the morning and let you know. But by then it might have been resolved anyway, as for some it's working again.
Still...can't hurt to change the files, regardless of this X9 glitch. Thanks for sharing.

I installed brand new Version X9 on my Windows 8.1 computer yesterday and immediately ran into the frustrating and annoying issue everyone else on the planet seems to be encountering.. Happily and thanks in no small part to the role played in this forum, this morning it works as nature and Corel intended. I am delighted, and a HUGE thank-you to the folks who made this happen.

I suspect that Corel has suspended the pop up ads for the new version that showed when the program opens.
All seemed to conclude that Corel's server was causing the problem.
This morning a tech went on my machine, played with the Microsoft distribution modules, resetting them, reset defaults on the program
with no luck. He concluded that it wasn't my machine or a windows problem. Anyway the timing of August 5th and the cross platform problem
points to a server side problem.... FAKE NEWS! lol
All seemed to conclude that Corel's server was causing the problem.
