How do i install plugins in the new PSP 2018?
The old method was ' File preferences' > File locations.

It's still there. But there is something funny going on with installing PSP 2018. It installed from the download. I then removed it again to reinstall the 64-bit only and all of a sudden I got the complet zip-file.
Also, I had to create a plugin folder in PSP 2018 to install 64-bit plugins into, but then I found Corel created one at: C:\Program Files\Corel\Corel PaintShop Pro 2018 (64-bit)\PlugIns\EN (for me it is NL).

I'm not getting that same version as you. File locations is missing in mine.

Unless you have customized some of your settings it looks like some of the other choices are missing as well.
Have marked them in red.
This is what the default groups look like: Also check View > Customization and File Command and see if File Locations is there. You can put it back where it belongs and see if it works .
EDIT : This shows in the Edit workspace what Kevinc54 is showing is in the Essentials workspace.
Do File > Workspace > Edit to switch and then you will have access to File Locations.

Items available are different if you work with the the Essentials workspace or the Complete.

That is very true, and while it's just my opinion I think people should start with the Complete workspace and then customize it for their workflow. People who are already quite familiar with PSP would already know what they don't need or use and just remove those items. And particularly for people who are new to PSP, starting with Essential means they are starting without knowing all of the potential of the program and not really have any idea of what they are missing or might want to add or what those other items might do for them. But if they start with the Complete then they will become aware of all of what is available and, with time to become familiar with the program and their workflow, will be able to determine what's useful, what's not, and then customize accordingly. I really don't know how someone (or some programmer) can tell what's "essential" given the different objectives and workflow of different users. On the other hand, perhaps the idea is to make the program seem less formidable for new users who can, after becoming familiar with the Essentials workspace, then choose the Complete option without being overwhelmed by it. Different strokes and all that.

I love the clutterfree experience of the Essentials workspace, but I'm a longtime PSP user.
But I miss my own toolbar, which isn't visible in the Essentials workspace. If I could add that to a wishlist...
I wonder how many new users PSP 2018 has. Most of us just upgrade each year?

OK i found the solution.
the full range of preferences does not show in 'essentials' mode or 'complete' mode.
But the full range shows up in the 'manage' mode when the program first starts
the two choices are 'manage' or 'edit'. they appear at the top of the screen.

I just found out that in Essentials mode, you can add functions and toolbars as you need.
You start with your photo, toolbar and materialpalette.
But if you go to "View" at the top you can add toolbars or palettes and expand your workspace.
I added the layerpalette, as I often use that to rename layers etc.
So that way a novice PSP user can learn, bit by bit how to use PSP?
