I'm using PSP X9 on a Windows PC with Windows 10 Pro. Plenty of HD free space and lots of RAM.
Have added several picture frames to the PSP X9 Picture Frames library that are PNG files with no data inside the frame (i.e. a blank background).
I have found that if I create the frame in PSP X9 and save it as a PNG file, and add it to the Frames Library under "File > Export > Picture Frame", then when I apply it to a photo using the "Image > Picture Frame" function, I am able to select the "Frame Outside of the Image" option and it will increase the canvas size so the frame is indeed outside of the image.
But if I create a PNG frame not using PSP X9, or use a PNG frame that was downloaded from the internet, then when I apply it to a photo in PSP X9, and select the "Frame Outside of the Image" option, it will not frame outside the photo, but will always place the frame inside the edges of the photo.
In both cases, the picture frame was saved to my "This PC > Documents > Corel PaintShop Pro > 19.0 > Picture Frames > Custom Frames" folder and they are both a file type of .PspFrame.
I have also tried using the option of saving the custom made frames with an "Alpha Channel Transparency" and with a "Single Color Transparency". But this doesn't make any difference.
Any thoughts on how to enable a non-PSP X9 created picture frame, to frame outside the border of a photo, (and increase the canvas size) in PSP X9?
