PSP 9 failing to install on Win 10

I know, its not really an solution but a simple workaround: Put in an additional graphics card from AMD or NVidia. No Intel driver, no problems.

This is hardly any workaround, but I can confirm it worked in my case. I had an exactly same problem not so long ago (problems with Intel iGPU) and installing an nvidia gpu resolved the issue completely. You can get an inexpensive external gpu for under $50 or so.
