Assume I load a rather big *.jpg picture (~ 2500 * 5500 pixels) into PSP X2.
Now I want to shrink a certain part by 60%
I draw a rectangle around it, then click on "Resize" (=Shift S), set the Pixel dimensions to 60% AND disabled (=unchecked) "Resize all Layers" checkbox.When I click now OK button then not only the rectangle part is shrinked but the whole picture.
Why?
Do I have to select something different than "Resampling using Bicubic" ?
Is it it not applicable to *.jpg pictures?

This can be vague.I draw a rectangle around it,
I assume this means
I chose the rectangle selection tool and draw a rectangle around the section I want to reduce in size.
What you then need to do is Selections > Promote Selection to Layer.
Then on Resize Dialog Advanced - Untick the Resize all layers. Click OK
That will then produce the section at 60% sizing.

Ok, thank you. It works but only partially.
The shrinked rectangle appears now ADDITIONALLY on top of the original.

I don't want this. The rectangle should be somehow similar cut, then be shrinked and the new visible background filled with the current
background color from "Materials".
How can I achieve this?
Is cutting the rectangle, pasting as a new image, shrinking, copying and re-pasting into the original picture really the only solution?

It need many steps but could be scripted, I mean.
Steps :
Draw a vector rectangle, inside empty, border your choice color but very large, around your target area.
Magic tool, select outside the rectangle (on the empty part of the layer) and revert the selection.
Merge all.
Crop to selection
Reduce x %
Copy to clipboard
Revert all steps until you get the initial image
Paste as new layer.
Drag in place.
