Default Tool

So I downloaded and installed the latest update today (X9 64b). And now every time I complete an action on an image, my tool resets to the PAN/ZOOM tool. I never use this tool, so this is unbelievably inconvenient. I have searched and read and guessed and searched some more, but I can't find some setting to determine the default tool. Any ideas?

A bug has been reported about the Pan tool being always reactivated when someone resizes an image. Is that what is happening?

And that appears to have started in PSP X8 as X7 was OK.
