There are plenty of ways. One I use:
1. Load say 3 image A, B, C
2. Windows > Tabbed documents (make sure unticked so can see the three images on the work space.
3. Click the title bar of each image in turn and roll the mouse wheel so the image is scaled down enough to see all three images on the workspace.
4. Now suppose you want B and C to appear on top of A then click B title bar so that its thumb is now visible in the Layers Palette. Left click that thumb and drag it onto Image A in the workspace.
5. Click Image C Title bar so that its thumb is now visible in the Layers Palette. Left click that thumb and drag over onto Image A in the workspace
You will now have three images on top of each other in Image A and the layers Palette will show 3 image thumbs.

You want the images appear in the Layer Palette or also dispatched side by side in an image?
If the last, you need to verify the size (in pixels) of each image and create an empty image which will be the addition of the three images.
Copy and paste each image in the empty bigger.
Use the Move tool to place them where you want.

I read the OP as simply adding images as layers in one file!
So open an image. Then open your second image. Edit/Copy. Return to your first image. Back in Edit do a Paste as New Layer. Keep repeating for extra images to the original file.
Remember to do a Save as PSPImage file to retain the layers.

No that is one of the intuitive features of Paintshop Pro. If there is no selection it assumes an automatic select all. So you only need to make that image active and Edit > Copy will copy all the image. Unlike Photoshop where it is compulsory to Select all before copying the whole image.flagpole: You don't need to 'Select All...' ???
