Use the Change to Target Brush with the color of your choice and with lower Opacity.
But if you have black hairs and want them to be blond, forget it.

Granted, changing black to blond has some issues, and hair has even more given the wispiness of it. But it's certainly possible to do it fairly well, but maybe not with the Color Changer - I really don't know that for sure. The attached is a VERY ROUGH job of selecting one side of this woman's hair and coloring it sort of blondish. A much better job of selection and selection settings would have to be done to make the edges more realistic and to capture more of the wispier parts of the hair. I just made a very rough freehand selection of a chunk of hair.

You could also try an online makeover site and choose the types of hair styles as well as other atributes.

Thanks for the tip, Where do I find the "Change to Target" Brush ?
I checked all the brushes (I have papx9) and I could not find it.
Can you explain exactly where to find it. I am only just finding my way with what all the buttons do.

The change to target brush is in a flyout menu along with the "Lighten/Darken brush, the hue up and down brush, the saturation up and down brush, the burn and dodge brushes. The button group itself is found just underneath the paint brush.

I overlooked that button I thought it was the gradient by appearance.

The Change to Target brush - at least with my limited knowledge of it - still doesn't seem to solve the issue mentioned by Jean-Luc of working with something like black hair. Is there a setting I'm missing?

I am using Firefox and site loads in less than 5 seconds. I get a request to activate flash player and have to acknowledge that. Sometimes I have missed that as it appears with the site page as an extra thin width bar underneath the bookmarks toolbar. This is what the site looked like and some of the results - took less than 5 minutes to do the 6 changes.
Original - chose one of the model pics on the site (you can upload your own pic)

A composite of 6 changes of hair , you can also change eye makeup, eye color and other features very quickly.

Blonde from black will always be a challenge, though it really depends on the image and lighting. If it's jet black hair with little to no highlights (essentially a black blob on their head) it will almost never work. But if it's well lit and has highlights, it's a matter of technique. And you'll still end up with more of a golden brown than a blonde. I watched a Photoshop tutorial on this, they used masking to separate the hair from the head, then a gradient map, blend modes, and did a fairly decent job. Of course we don't have gradient maps so we would have to go a different direction, such as change to target with lots of playing around with settings

You could select the darker streaks with feathering and lighten them a bit. Also selecting the outer edge of the hairline and applying a Gaussian blur will allow you more control when feathering. Taper the ends for a no tell-tale edit.
