PSP X8 Fresh install still has a bug? Win 10 update?

I am deeply distressed as I have been using PSP since the JASC days for many years. But it seems that despite a total uninstall and reinstall of PSP X8, the same bug persists? This bug presented itself directly after a major Win 10 update on the 15 June 17? In edit mode with an image open, select one of the edit icon on far left, move the mouse pointer INSIDE the image, and it does not do anything, it does not change shape, and will NOT respond to any edit INSIDE the image. The mouse pointer DOES operate OUTSIDE the image, like the top menu bar, opening and saving images, ect. So my re-installed PSPX8 has only limited edit functions. I have already contacted Corel Tech Support about this. I have NO other problems with ANY other app on my PC. So what do I do now? Look for another brand of Photo Editor? To me this is extremely serious and I am very upset by this! This is the second post I have made with this problem, BUT please do NOT say I am repeating the same post. I am very upset!!!

Can you please confirm what your windows 10 version is:
Left click Start > Settings > System> About
and give us the Version number and OS Build
