So again he has reinstalled and no change. I suspect that something is wrong with his windows 10 installation and he may need to repair it.
He could confirm that there is nothing wrong with PSP if he could install it on another computer .

Also as he has not stated which version of windows 10 he is using I cannot check my systems too try and see if I have the same. I have windows 10 on three laptops each a different upgrade so I could test there.
So once again which version and build of windows 10 do you have.

Thanks again for sticking with me on this. The OS on this desktop PC is Windows 10 Home, version 1703, build 15063.413. As already stated the last Win 10 update was 15 June 17. Yes, I do have a Toshiba laptop with Win 10 and PSP X2 loaded. I have not checked that yet, but will check today, and let you know. I strongly suspect that the Laptop PSP X2 will be working fine. I don't use the laptop much, as it is very slow compared to my desktop. I have downloaded Adobe Photo Elements 15 trial version, and the 'inside image mouse editing' works fine, the mouse pointer also changes its shape when editing inside the image. However, I do not like Photo Elements, as the editing tools are limited, and I don't want to learn another interface. Adobe Photoshop would be better, but the learning curve is very high, and it is very pricey. As already said, I have NO other problems with any other application, (examples MS Paint, Sony Vegas Video Editor). I have Dovetails Train Simulator 2017 and Train Sim World and both work very smooth, fast frame rates. I keep the PC free of junk, and perform regular cleaning, HD scans and defrags, AVG anti virus and other scans, MPC system scans. NO REPORTED PROBLEMS FOUND. My PC is working fine. If I performed a total Windows 10 reset, would it get rid of the bug affecting ALL my versions of PSP? I'm not sure, but a total Windows 10 reset requires re-loaded EVERYTHING on your PC? May as well format the HD and start from scratch! Can you imagine the time involved! The weather is hot and sunny in London, so I don't want to spend hours and hours trying to get rid of this bug. I have asked Corel Tech Support to do a remote access to my PC, but I'm not sure if they will agree to do this, still waiting for a reply. To sum up, I believe there is a sensitive system bug inside Corels PSP's that is being upset and refuses to go away. ADOBE PHOTO ELEMENTS AND OTHER APPS THAT USES MOUSE POINTER EDITING WORK FINE!? Update 3PM:- PSPX2 works fine on my Win 10 Laptop.

I gather from this that you do not have to reinstall all programs as you would with a Windows reset.

I am thinking of doing this as the pspimage thumbnails are not showing and I hate seeing just a camera icons for those.

However before I do that I will do a clone of the Creators Update to another hard drive using the Astone dual caddy:

I did have a backup of the previous version -(1602 ) before the update but a month before (30 April) , so can use it if the rollback is not successful. I use HD Clone to do the cloned copy.

So if the cursors were working correctly before that update that might be the way to go.

The Laptop Windows 10 Home version is 1511, build 10586.713. NOT the same as the Desktop v.1703. Windows 10 updates are not the same for desktops and laptops. The update considers the spec and speed of the PC. Hartpaul suggested doing a Roll Back but there is NO option to do this on my Win10 1703 version. The ONLY option is a RESET 'Keep my files' or Remove everything' There IS no ROLL BACK, and others on the betanews.com website has said this also. I have checked ALL the Recovery options and NO Roll Back exists, I don't know why?

Interesting. I have just done a rollback on my desktop from Creators Update Version 1703 Build 15063.413 to version 1607 Build 14393.1358. It is Windows 10 Pro however so that may make a difference to the rollback options.

And the pspimage thumbs were not showing. After deleting the Win 10 iconcache, and thumbnailcache and a lot of restarting and clean booting I can now see the pspimage thumbs again. BUT I don't know which changes corrected the fault unless it was a timing thing.
Even more puzzling I have a Toshiba S70t laptop and a Toshiba L50A laptop both with Win10 Version 1607 Build 14393.1198 and the S70 shows all thumbnails while the L50 does not show.
As well when I use Irfanview to view thumbnails all including the pspimage thumbs are visible on the S70 but only a Jasc PSP8, X2, X3 and X8 pspimage thumbs are visible on the L50.

Have you deleted the PSP cache files File > Preferences > Reset Preferences

So far, from all I've read here, particularly @hartpaul's post, and from other threads about issues with PSP and various builds of WIN10, it seems that all sorts or computers get different WIN10 builds pushed to them, and different builds on different computers create different PSP issues. Sounds like just a mess to me, and vry grateful that so far I haven't been forced on to WIN10! :-)

FWIW I have one computer which runs Win 10 Pro Creators Update Version 1703 Build 15063.413, and another with the identical version/build but vanilla flavoured Win 10. I have also looked at all of the linked articles you provided, but neither computer shows the rollback option to which those articles refer. So I doubt that having Win 10 Pro and Home is the difference here. But I also recognise JoeB's comment here and agree that there seem to be a large number of builds out there, ostensibly with the same number, but which show different options. I have no desire to roll back anything, and am also quite satisfied with the way Win 10 works since I first installed it nearly two years ago. But it does indeed seem strange to read MS articles which refer to options which simply don't exist, at least on my -- and other -- setups.

Just to let you know that I have heard from Corel Tech Support, and they would like to do a remote access to my PC this Wednesday evening to try and sort out the bugs. One additional problem has occurred, I was NOT able to reinstall PSPX8, the installation came up with a 'Fatal error during installation'? I may try to fix this. However, I was able to reinstall PSPX2 from a CD onto my desktop. PSPX2 seems OK, other than the 'inside image mouse editing' bug is still present. If Corel are not able fix the bugs, then the ONLY option is a Windows 10 reset, something I wanted to avoid as Win 10 is fairly stable, and all other apps and sims are fine, but then there is some bug or corrupted system file causing these PSP problems. My laptop is far from ideal to do PSP work, as it is very slow compared to my desktop, and the screen is really too small for this type of work. My desktop monitor is a high quality 4K Dell 28inch, the colour spectrum accuracy is very high. I will let you know the outcome of Corels attempt after this Wednesday. Thanks to ALL for staying with this. It is VERY hot and humid in London. Too hot for me!
