I recall that with an early version of PSP I could use the mouse scroll to increase/decrease tools used in the images.
I now find that even trying Ctrl+Alt or other combinations I cannot do it. All I get is the actual image zooming in and out... It would be very useful not to have to size tools from the bar each time. Any suggestions? I use a Logitech MX Master.

Hold Atl + Left mouse click - drag mouse to resize. I don't remember doing this with the scroll wheel though.

Changing brush size as Levifiction mentions is done by holding Alt key down and moving the cursor up to make it smaller and down to make it larger.
I think you mean " I could use the mouse scroll to increase/decrease" tool properties eg Opacity, Size , thickness etc.
I had for some time Windows 10 on a laptop and also on my desktop computer.
For the Laptop the mouse wheel would only change the zoom of the windowed image. I could not use it to scroll the paintbrush size or opacity, meanwhile it worked properly on the desktop.
This gave me the clue that there must be some variation in my mouse settings that caused this difference.
This may also work in Windows 8. In windows 10 I went to Settings > Devices > Mouse and Touchpad and turned the Scroll inactive windows when I hover over them to the Off position. That corrected it and now the scroll wheel works for all these other actions as well. You only have to click a window where you can type a value and now the scroll wheel will allow you to increment that value with fine control.

Problem solved. By Alt+left button on curser at the same time I can now resize on the image by dragging the mouse around.
