I want to format my PC and I would like to know how can I release the license from the VideoStudio X10 that I bought and install VideoStudio x10 again into the new formatted PC.

I have no idea if that can be done. But between you and me, while the VS EULA only allows installation on one computer, you will find after formatting your computer that there will be no difficulty reinstalling VS with your existing SN. And you could even register it again... I have done this numerous times with various versions...

OK but I have installed the program on two computers, my desktop and laptop. What about if I sell my desktop and buy another one? Do I have to buy the license again? How many times ca you do that?

As Ken mentioned for Video Studio we are only allowed to install to one computer, officially.
For other software PSP etc we can install on 3 PC’s but only run one at a time.
I have installed video studio many times and have not had to request Corel to reset or activate my account.
The program simply installs ok then requests we register, that prompts for our e-mail address, I use my Corel Account e-mail.
If you sell or scrap the computer you must uninstall the program before installing on a new computer.
All part of the EULA, takes a bit of reading.

Installing X10 using the Web Installer (aka Stub) requires an internet connection, here we provide our serial number, If Corel are gonna block installation it will be here rather than after installation.
However the program will run/launch without an internet connection, and without registration.
Running Video Studio by double clicking a VSP will also launch the program without registration Hmmm, don’t tell Corel.
