Hello Everyone,
I need some help in restoring old photos, is there a better way to get rid of all the lines of white dots from a scan non gross photos as in the picture below ?

In this case, the pattern sure looks like the paper texture of the original photo.
The first thing to try is to minimize the texture by re-scanning the photo, placing the photo at 30 degrees or 45 degrees on the scanner. Sometimes this will reduce the intensity of the texture.
Then, use a Fast Fourier Transform (FFT) plugin to further minimize the pattern. These two discussion threads describe the technique:

This type of pattern usually won't be removed by using only one tool. For example, using the small sample portion you posted, I got this result with the FFT plugin: It's certainly not perfect, but is a very good starting point.

Thanks for a tip about placing a photo at 40 degrees on a scanner - I've never heard about it, but it's looks helpful)
I've never faced such challenges yet, however I found old photos of my family in an archive. They were cracked and scratched, so to restore these pics I used https://macphun.com/luminar/photo-restoration. Maybe it would be useful for further editing too.

Yeah, the idea is that by changing the orientation the "bumps" of the paper texture will reflect the scanner's light to a lesser extent. PaintShop Pro is for "all users" and covers many aspects of what an average user needs but not in depth. I often compare it to a swiss knife. Other softwares are specialized softwares for experts or pro users. They work more in depth. But they are more limited (I mean restricted to specific aspects). For example, not many permit to tweak the User interface to the user's need. Not many can work on multiple images on the same time on the workspace. Not all may create scrapbooking. Not all work with layers. Not all may work with text on a photo. Not all will work with external plugins. If you are working on high resolution studio photos, in 48 bit and needs CMYK management, PaintShop Pro will not be the better choice.
I have made many photo retouching for my customers. I don't think LightRoom or Luminar permit such photo retouching I made with PaintShop Pro :

My suggestion : for each specific work, select the specific software. For cataloging, facial recognition and tags with hierarchy, I'm using Lightroom.
