I need to create a falling fruit .swf animation. Any recommendations on software to use?

I suggest you create a printed background, lay it flat on a table and move the fruit across the background using the Stop Motion to copy frames to the file in VS. I use a HD webcam for the pictures and set the Stop Motion to 5 frames per shot. The "onion skin" effect will help position the fruit for the next shot. You may need to repeat the process until you get the effect you want.
A free format converter will change the file in VS to .swf format.

i need to make it similar to the bubbles effect. The flash animation of leaves is the closest to what was needed. I may have to scrap this particular request.

Well I do have the perfect program for what you're trying to do. It's called SwishMax, developed and sold only by Swishzone.com. Problem is, it is no longer available, they closed down last year I think. I done a google search for flash animation software. Here's some I found.

Creating animations is not for the inpatient person; it takes a long time to learn and a long time to create an animation of a reasonable length. There is a lot of money made doing animated feature films and they take multiple years to make; thus it can be lucrative to become good at it.
I tried Crazy Talk Animator https://www.reallusion.com/crazytalk-animator/ just because I was interested in learning. I never got good at it, even with a pretty good program with plenty of supporting accessories.

Have a look at this one. It's not very pro looking. I put it together using Swishmax. You stated it needed to be like the falling leaves animation in VS.

I made this template using Video Studio, a transparent png of an apple and applied Customise Motion
Can be imported as an Instant Template, otherwise run open the VSP file.
Add your own clip to the top timeline.
