cannot resize "save as" window -- fills entire screen

cannot resize "save as" window -- fills entire screen
When I use the "save as" command in PSP X9, the "save as" window opens and fill the entire screen and I cannot resize the screen by using the resize arrows. Has anyone encountered this, and if so, how can I get the "save as" command to open into a smaller window that does not fill the entire screen?

Do you see the titlebar of the saveas window? Have you tried double clicking on the titlebar?
