Can anyone tell me what technique this is and maybe how to start to go about ... i coach my sons little league team and do posters for the kids.. they would love this any help would be appreciated

You have not mentioned what version of PSP you are using..
I can get a similar result using the following steps.
Start out in Edit mode and make sure your Layers palette is also visible
1. Load your image, right click on the layer thumb and Duplicate.
2. The top layer should be active, apply an Adjust > Brightness and Contrast > Threshold and adjust the settings to get the hard black white image that suits.
3. Choose the Eraser tool and with opacity set to about 20 you can erase sections of that top layer to show the color beneath. You can choose to have color show through in set sections or just go wild like a grafitti brush.

Thank you I'm using x2 holy cow didn't realize how long ago... don't get to use much but since my sons started playing sports I thought it was neat. The kids (6 and 7) year olds loved what I did last year so I set precedent. Thank you for the suggestions and I'll give it a try much appreciated..
