I have tested the NB chroma using both X9 and 2018 with the same problem
I cannot make the background transparent. So no fix for 2018
No Corel did not reply to me regarding this issue.
Did you try using the Chroma Key from the options panel and not using New Blue.

To answer both your questions. Yes I did use the chromakey function native to VS X10 and it worked just fine but I noticed this NewBlue filter and thought I would try it to compare. But it didn't work as expected. I did use the white mask and it did work but to me that seemed to be more of a work around rather than standard procedure. Kudos to asik1 for discovering this trick.
So I did some further investigation and discovered the following video by Gripps 2211. It appears that this Chromakey filter is an "addon" to the VS chromakey function to fine tune the tool - it adds additional adjustments to the standard function. So you use the filter in conjunction with the chromakey - it doesn't replace the chromakey. Gripps video clearly explains its function.
