I still have the problem in MCE in VS 2018 although it's different than what Trevor described. Mine behaves exactly as the original poster described. Corel opened a service ticket, I sent them a bunch of info, and they want me to try a bunch of stuff. They want me to uninstall X9 but the MCE in X9 didn't work right either. I guess I'll try what they say and see what happens. I'm not to confident it will fix it. Will post results.

Update: Per Corel Support's advice: updated my video driver, removed VS X9 completely, ran X9 cleanup tool. VS 2018 Multi-Cam Editor still does not work. Awaiting further instructions from tech support.

14-Jun-2018 Update: I have been going back and forth with tech. support for several weeks now. They just keep telling me make sure all current Windows upgrades are installed. I really think they don't understand the problem. I would go back to Version X9, but it didn't work for me on Windows 10 either. The Multi-Camera Editor is the feature I need the most for the videos I'm trying to produce. Very disappointing.

I have tried everything that Corel Tech. Support has suggested and the problem still exists. It makes MCE all but unusable. Maybe it's a known bug? I may try uninstalling 2018 and reinstalling X9.
Thinking about asking for a refund for 2018 if I can't get this resolved.
