Paint Shop Pro Photo XI Won't Open Anymore

When I click on Paint Shop Pro Photo XI, which I've had installed and have been using almost daily on my PC for many years, it doesn't open anymore. I don't get an error. I see it in Task Manager, but it never opens and runs. I've tried running it as an admin. I've scanned my PC with Malwarebytes and SuperAntiSpyware. I've run Memory Diagnostics and CHKDSK on my hard drive. I tried opening it from the folder and from the shortcut on my desktop. I saw in this forum about pressing Shift while double-clicking but that didn't work either. I tried running it in compatibility mode but my choices are Windows 95, Windows 98/Windows Me, Windows NT 4.0, Windows 2000, Windows XP, Windows Server 2003.
Nothing works. It's a Windows PC running Vista. All other programs seem to run fine.
I was thinking I could buy the same version from ebay and just re-install it. The version on my PC come with the PC, so I don't have a way to re-install it.
Any help is appreciated.

You say you see it running in the Task Manager. Have you tried ending the process in the Task Manager and then launching the application?
