Add texture to a layer

I thought I had this down. Apparently not. I have a layer in a color I like (tan) with multiple smaller layers on top of it. I am trying to add a texture (probably canvas, but am currently using brick so I could see if there was an affect.) I have the base layer (the plain tan one) highlighted. I open the paint can tool (flood fill.) In the Materials Properties Box, I click on the foreground color (the tan used in the base layer), click on the middle (textures box), then up in the tan colored window. The texture tab shows up and I click it, then select brick. This is the foreground color box. Then I put the flood fill tool on the highlighted layer and click..... nothing happens. No texture. How do I add texture to the color in the base layer? TIA

You can go to Effects -> Texture Effects -> Texture, select the texture you want and make adjustments.

Thanks that worked great. Are the help files broken? I tried those first and after I clicked on them (from within PSPx9) nothing happened.
