I have a main video, with another video in the overlay, playing in the upper left corner. I would like to have the Power Off transition on the overlay video, which I do. But, when it blacks out for the 'TV Turn Off' effect, it blacks the whole screen. I would like it to just do that in the smaller window that the overlay is displayed in.
Can it be done? And if so, can you point me in the right direction to accomplish it?
Is this even possible? Suggestions on how?

the way to do so is by doing it first and save that as vsp file.
start a clean project , put your clip and this trans.
save it as OFF.vsp
return to your project and bring this off.vsp to the overlay track while holding shift. placing it where needed.
** bear in mind that this trans will always end in black

Yes some transitions do affect the whole screen, those that only affect the clip can be used from the dropdown list “Overlay Options”
There are a few more ways to achieve this.
1 / Place a black color clip next to overlay clip and add Crossfade transition, adjust durations.
2 / Place a color clip in a lower overlay track to cover the clip, (copy and paste attributes to set position) using Customise motion set the Opacity to create a fade in.
