Created some square flags and want to make them round.
How do I create a circular image?

Make a circular selection>Promote the Selection to Layer : Shift+Ctrl+P on the keyboard.
This will give you a circular image with a transparent background.
If you want to keep it transparent, save it as a .PSPImage, or a .PNG.

You can also play around with Effects -> Distortion Effects -> Polar Coordinates or Effects -> Geometric Effects -> Circle to see if that gives you what you want.

Yes I found this same method online, but unfortunately it doesn't work here.
I attached the image that appears after export to PNG with Alfa Transparency.

That's strange..hmm
Have just tried the same thing, blurred the image to see if I get the same.., saved as a .PNG, with Alpha transparency ticked and it's as it should be.

It looks like there is a texture. Check to make sure there is no texture set for the foreground and the background before doing it. I have seen some oddities with the textures even when you are not using them.
