Freeze Frame seems to create duplicates of the frame directly after the cursor position.. Obviously it can't create a duplicate if the cursor is at the end of the clip and so it moves the cursor back one frame, makes the split and then creates duplicates of the first frame after the split. It also keeps the frames after the split which in this case would be a single frame and you of course can't put a transition before the single, last frame.
The clip can easily be extended that way.

Thank you for this! FYI - this happens with more than just freeze frames. I got the "video clip too short" error message when inserting a transition between two video clips that were each greater than 30 seconds in length. After reading this post I entered STORYBOARD view and discovered that somehow I had a single frame video clip in between the two +30 second clips. It was invisible in timeline view unless fully zoomed in, but was clearly present in storyboard view. Once deleted the problem disappeared. Many thanks !!!
