I am currently using Paint Shop Pro X8, which I have come from X4. I need to use frames for photos but those that incorporates the X8 I do not like anything. Does anyone know of a plugin that draws frames and works on 64 bits?

I would like to point out, you can also just make your own frames. Find a frame you like online, provided you aren't selling the result or you have permission to use it commercially, make a few quick edits and you can use it forever.
Frame creation is exceedingly easy. You literally just need an image with a transparent middle. High enough quality would be preferable. Especially if it's going to stretch. Then you go to File -> Export -> Picture Frame. Give it a name. And you can use it in the picture frame command.
