A little difficult to understand what is happening here.
I think your video file has been recorded as portrait 1080 x 1920, when normal video is landscape (widescreen 16x9) as 1920 x 1080.
Go to Settings Project Properties - Mobile and change to use MPEG4 1920 x 1080
Then Settings Preferences – Edit tab –DESELECT use Fit To Screen as Default Size in Overlay Track
Then select image on timeline, right click preview screen image for size options ( Keep aspect ratio)

You may encounter other render problems when editing portrait video, all video should be landscape.
