I am using X6 and was wondering if there was anyway in achieving the red outline around the 70s 80s in the font in the image,

Yes there is.
Once you have the selection made around the "base shape" (in this case, the 70-80), you can do it two ways:
- Selection > Modify > Expand and choose how much you want to expand
or
- Selection > Modify > Select Selection Border and choose Both sides with the width of your choice (if you use Outside, you might see tiny gaps later)
and then
- add a new raster layer
- flood fill that selection with the Red color (or whatever color you want as the outline)
- move that layer under the "base shape"
One thing that will happen though, with both options, is that the sharp corners will get rounded.
On the other hand, if your "base shape" happens to be a vector, you can duplicate that layer and change the outline to the color and with you want to make that effect without getting rounded corners, but of course, that would only work with a vector object to start with.
